Special Crimes Division – Criminal Section
The Criminal Section of the Special Crimes Division of the Collin County
Criminal District Attorney’s Office was created to assume responsibility
for a broad spectrum of “white collar” criminal investigations
and prosecutions, to provide support for atypical criminal investigations
and prosecutions, including Public Integrity cases, to assist the Special
Crimes Division - Civil Section in connection with asset forfeiture cases
arising from criminal cases handled by the Collin County Criminal District
Attorney’s Office, and to offer assistance to law enforcement agencies
and the other divisions of the Collin County Criminal District Attorney’s
Office in connection with the preparation and execution of search warrants.
SCD Criminal Section presently consists of four attorneys, one investigator,
and one secretary.
Christopher Lee Milner, Chief, received
an undergraduate degree in Mathematics from Rice University in Houston,
Texas, in 1972, and his Doctor of Jurisprudence degree from the
University of Texas in Austin, Texas, in 1976. He served as an Assistant
District Attorney in the Criminal Division of the Dallas County
District Attorney’s Office, an Assistant U.S. Attorney in
the Criminal Division of the U.S. Attorney’s Office for the
Northern District of Texas, and a Supervisory Assistant U.S. Attorney
in the Criminal Division of the U.S. Attorney’s Office for
the Southern District of Texas, joined the White Collar Section
of the Dallas law firm of Gardere & Wynne in 1989, and established
a solo defense practice in 1991. Mr. Milner is Board Certified in
Criminal Law by the Texas Board of Legal Specialization, and is
licensed to practice in all Texas Courts, the U.S. District Courts
for the Northern, Southern, Eastern, and Western Districts of Texas,
the U.S. Court of Appeals for the Fifth Circuit, the U.S. Tax Court,
and the U.S. Supreme Court. He returned to the prosecution in May
2003, joining the Collin County Criminal District Attorney’s
Office as Chief of the Special Crimes Division.

Coleman Sylvan graduated in 2001 with a Bachelor of Arts in Political Science from Furman University. He received his law degree from Southern Methodist Dedman School of Law. While attending law school, he volunteered at the Dallas Public Defenders Family Division. He began his career with the Collin County District Attorney's Office in September 2005 as a misdemeanor prosecutor.
Linda D. Kirklen, a native Texan, received her B.S. in Microbiology from TWU and her Juris Doctor from the University Of Memphis. After three years in private practice, she served as the law clerk for two Senior Judges (appellate) and the Honorable Alan E. Glenn, Tennessee Court of Criminal Appeals. In 2000, she took a position as Assistant District Attorney General in the Shelby County DA's Office in Memphis, TN, where she spent her first two years as a child abuse/child homicide prosecutor and served on two state-wide advisory committees to the legislature, the Child Abuse Task Force and Children's Justice Task Force. After a subsequent assignment as a felony Violent Crimes Prosecutor, Ms. Kirklen was selected as the Lead Prosecutor for the White Collar Crime Prosecution Unit and Task Force and received recognition awards from the Tennessee Department of Revenue for her work in prosecuting sales tax fraud. In addition to her regular duties, Ms. Kirklen taught as an Adjunct Professor at the University of Memphis law school for six years. She returned to Texas in the fall of 2007 to take a prosecutor position in the Specialized Crimes unit of the Dallas County DA's Office. She joined the Special Crimes Unit of the Collin County DA's Office in 2008. Ms. Kirklen has always been active in the community, both as a volunteer and frequent speaker. She served on the Board of Directors for the Community Legal Center, was a member of the Kiwanis Club and American Inns of Court, and was chosen by the Women's Foundation of Greater Memphis as one of the "Women of Integrity" for their 9th Annual Tribute in 2007.
Investigator Steve Goodman began his law enforcement career in 1990. After serving with two municipal police departments , he joined the Specialized Crime Division of the Dallas County District Attorney's Office in 2006 , where he conducted mortgage fraud investigations. In 2008 , Investigator Goodman joined the Special Crimes Division of the Collin County District Attorney's Office , where he now specializes in an array of financial crimes investigations. He has a Bachelor's degree in Criminal Justice from the University of North Texas and a Master's degree in Interdisciplinary Studies from the University of Texas at Dallas . He is a Certified Fraud Examiner (CFE) and a licensed REALTOR®. His TCLEOSE awards include Master Peace Officer certification in 2003 , Instructor Proficiency in 2006 , and Special Investigator in 2008.
Jennifer Baxter came to the Collin County District Attorney’s office in June 2008 and is currently a secretary assigned to the Special Crimes Division.
